HAMPTON ROADS AREA LANE CLOSURE FORECAST

For the week of May 11 – May 17

The following is a listing of scheduled lane closures for the upcoming week that can affect traffic in Hampton Roads. These closures are subject to change due to adverse weather conditions and other unforeseen events. Other closures may occur which do not appear on this report.

JAMES CITY COUNTY

I-64 East – Motorists should expect a single lane closure from the New Kent County line to Ivy Hill Road (Route 657) Mondays through Fridays from 7 a.m. to 5 p.m. through June 2008 for concrete pavement repairs.

YORK COUNTY

Merrimac Trail/Route 143 East – A single lane closure is scheduled east on Merrimac Trail (Route 143) between the Disabled American Veteran’s Thrift Store and the Parkway Apartments on Monday, May 12 from 9 a.m. to 4 p.m. for slope repair and to install a drop inlet.

I-64 East – Motorists should expect a single lane closure and an off ramp closure on I-64 from Exit 234 at Route 199 to Exit 238 beginning Monday, May 12 through Wednesday, May 14 from 8 p.m. to 6 a.m. for guardrail repairs, milling and paving.

NEWPORT NEWS

Jefferson Avenue Widening Project

Route 143 North/South – Through March 2010, motorists should expect alternating lane closures and traffic shifts on Jefferson Avenue from Buchanan Drive to King’s Ridge, Mondays through Fridays from 9 a.m. to 3:30 p.m. for construction activity.

Warwick Boulevard Project

Route 60 East/West – Motorists should expect multiple alternating lane closures on Warwick Boulevard from Nettles Drive to J. Clyde Morris Boulevard Mondays through Fridays for construction activities. Anticipate lane closures from 7 p.m. to 5 a.m. on both east and westbound lanes. Additionally, lane closures should be expected daily from 7 a.m. to 2 p.m. on westbound lanes only. These lane closures will be in affect through project completion in December 2009.

I-64 East – From 8 p.m. to 6 a.m., beginning Monday, May 12 through Friday, May 16, motorists should expect delays at Fort Eustis at Route 105. Loops will be closed for eradicating pavement markings and installing permanent pavement markings. Detour signs will be in place and only one loop will be closed at a time.

JAMES RIVER BRIDGE– NEWPORT NEWS

Route 17 North – A single lane closure is scheduled across the James River Bridge on Tuesday, May 13 from 9 a.m. to 2 p.m. for mechanical testing maintenance.

Route 17 South – A single lane closure is scheduled across the James River Bridge on Monday, May 12 from 9 a.m. to 2 p.m. for mechanical testing.

MONITOR MERRIMAC MEMORIAL BRIDGE TUNNEL– NEWPORT NEWS

I-664 North/South – Single lane closures are scheduled southbound on Wednesday, May 14, Thursday, May 15 and Saturday, May 17 from 9 a.m. to 3 p.m. and northbound on Friday, May 16 from 9 a.m. to 6 p.m. at the Monitor-Merrimac Memorial Bridge-Tunnel for span rail maintenance.

I-664 North/South – Alternating lane closures are scheduled on Sunday, May 18 from 6 a.m. to noon at the Monitor Merrimac Memorial Bridge Tunnel for traffic signal maintenance.
HAMPTON ROADS BRIDGE TUNNEL
I-64 West – At the Hampton Roads Bridge Tunnel (HRBT), a single lane closure is scheduled west on I-64 from Tuesday, May 13 through Thursday, May 15 and Sunday, May 18 beginning at 9 p.m. and ending at 5 a.m. for crews to clean the drainage system holding tanks, repair tunnel lighting and perform maintenance activities on the traffic count sensor system.

I-64 East – At the Hampton Roads Bridge Tunnel (HRBT), a single lane closure is scheduled east on I-64 on Monday, May 12 from 9 p.m. to 5 a.m. for crews to clean the drainage system holding tanks, repair tunnel lighting and perform maintenance activities on the traffic count sensor system.

NORFOLK/VIRGINIA BEACH

Overhead Sign Replacement Project

Crews will retrofit existing sign panels, remove catwalks and lighting components and measure existing sign panels for replacement. Areas affected in the Hampton Roads area are listed below:
  • I-264 West– Alternating lane closures are scheduled on I-264 West between Military Highway (Exit 13) and the Berkley Bridge (Exit 8) beginning Sunday, May 11 through Friday, May 16 from 7 p.m. to 5 a.m.

  • I-64 East – Motorists should expect alternating lane closures on I-64 East between the I-564 Interchange (Exit 276) and Indian River Road (Exit 266) beginning Sunday, May 11 through Friday, May 16 from 7 p.m. to 5 a.m.

NORFOLK

I-64 West – Motorists should expect a single lane closure between Bay Avenue (Exit 274) and 4th View (Exit 273) beginning Monday, May 12 through Friday, May 16 from 9 p.m. to 5 a.m. for concrete barrier installation.

Virginia Beach Boulevard/Route 58 – Motorists should expect an alternating lane closure from Jett Street to Raby Road Mondays through Fridays from 9 a.m. to 3:30 p.m. through June 2008 for utility and storm drain work. Additionally, motorists should anticipate a new traffic pattern on Virginia Beach Boulevard in Norfolk for the next 11 months. This shift moves traffic off of the eastbound service road, back onto two eastbound lanes on the mainline. Temporary access entrances will be provided for businesses on the service road directly onto the mainline. Westbound traffic will continue to utilize the westbound service road and one lane on the mainline. Contractors are installing water, sewer and storm drain pipes, and constructing the new eastbound roadway lanes. Adjustments will be made to this traffic pattern at the signaled intersections as work continues. The Virginia Beach Boulevard widening project impacts the highway from Jett Street to Briar Hill Road near the Military Highway (Route 13) interchange. The four-lane roadway will be widened to six-lanes with turn lanes and a raised median, modified signals and lighting. Project completion is scheduled for April 2010.

CHESAPEAKE

Route 58 East/Bowers Hill – A single lane closure is scheduled eastbound on Tuesday, May 13 beginning on Route 58 west of Snowden Street to the Snowden Street interchange from midnight to 2 a.m. for guardrail repair.

I-64 East/Bowers Hill - A single lane closure is scheduled beginning on I-64 eastbound prior to Shell Road to the bottom of the bridge on Tuesday, May 13 from 9 p.m. to 11 p.m. for guardrail repair.

I-64 East/Bowers Hill - A single lane closure is scheduled beginning on I-64 prior to Route 13 (Exit 297) to the bottom of Route 13 overpass on Wednesday, May 14 from 11:30 p.m. to 1 a.m. for guardrail repair.

I-464 North/Bowers Hill - A single lane closure is scheduled beginning on I-464 north of the I-64 Interchange to Military Highway (Exit 2) on Tuesday, May 13 from 7 p.m. to 9 p.m. for guardrail repair.

BATTLEFIELD BOULEVARD PROJECT- CHESAPEAKE

I-64 East – A single lane closure is scheduled east bound on Tuesday, May 13 at Battlefield Boulevard (Exit 290) to Greenbrier Parkway (Exit 289) from 9 p.m. to 5 a.m. to allow the contractor to place concrete for a section of deck on the southbound Battlefield Bridge.

I-64 West – A single lane closure is scheduled west bound on Thursday, May 15 at Battlefield Boulevard (Exit 290) from 9 p.m. to 5 a.m. to refresh the striping, repair the delineators and panels on the temporary barrier.

PORTSMOUTH

Route 164 East - A single lane closure is scheduled beginning on Route 164 prior to the Cedar Lane overpass and east of Cedar Lane on Wednesday, May 14 from 7 p.m. to 9 p.m. for guardrail repair.

VIRGINIA BEACH

Lynnhaven Parkway North/South – Multiple lane closures are scheduled on Lynnhaven Parkway north and south Monday, May 12 through Saturday, May 17 from 9 a.m. to 3 p.m. The lane closures will not occur simultaneously:
  • A north bound single lane closure is scheduled at Riverbend Road to install a new water main crossing.

  • A south bound single lane closure is scheduled from Lishelle Place to South Lynnhaven Road to install a new gravity sewer line.

  • A south bound single lane closure is scheduled for the Holland Road intersection for road widening.

SUFFOLK

Route 664 North - A single lane closure is scheduled beginning on I-664 north of Pughsville Road to one half mile south of Route 17 (Exit 9) on Wednesday, May 14 from 9 p.m. to 11 p.m. for guardrail repair

SUSSEX COUNTY

I-95 North/South – Motorists should expect alternating lane closures from 5 a.m. to noon, Mondays through Fridays on I-95 north and south from the Greenville/Sussex county line to 8.7 miles north of County line beginning Monday, May 12 through September 2008 for paving.

SOUTHAMPTON

Route 58 East – Motorists should expect weekday alternating lane closures two miles past the Route 654 interchange starting midnight on Mondays through noon on Fridays until August 2008 for pavement rehabilitation.

Route 58 East – Motorists should expect weekday alternating lane closures near the Greensville County Line from 7 a.m. on Mondays to noon on Fridays through June 2008 for pavement patching.

ACCOMAC

Route 13 North – Motorists should expect alternating lane closures between Mappsville and Temperanceville through September 15 for shoulder widening, pavement structure improvements, and asphalt overlay. Closures are scheduled Mondays through Thursdays from 7 a.m. to 6 p.m. and on Fridays from 7 a.m. to 3 p.m.

VDOT SHIFTING TRAFFIC ON VIRGINIA BEACH BOULEVARD IN NORFOLK BEGINNING MARCH 26TH

NORFOLK - As the Virginia Department of Transportation (VDOT) continues work to widen Virginia Beach Boulevard in Norfolk, motorists should prepare for another traffic pattern change beginning today, March 26.

This traffic shift moves traffic off of the eastbound service road, back onto two eastbound lanes on the mainline. Temporary access entrances will be provided for businesses on the service road directly onto the mainline. Westbound traffic will continue to utilize the westbound service road and one lane on the mainline.

Contractors are beginning to install water, sewer and storm drain pipes, and construct the new eastbound roadway lanes. This traffic pattern, which will be finalized by the end of the week, is scheduled for one year with minor adjustments at the signaled intersections as work continues.

In January, work started on the Virginia Beach widening project which impacts the highway from Jett Street to Briar Hill Road near the Military Highway (Route 13) interchange. The four-lane roadway will be widened to six-lanes with turn lanes and a raised median, modified signals and lighting. Project completion is scheduled for April 2010.

VDOT GOES GREEN AT THE I-64 BATTLEFIELD BOULEVARD PROJECT

Project contractor E.V. Williams recycles concrete for new mainline

CHESAPEAKE – The Virginia Department of Transportation and contractor E.V. Williams are going green at the I-64/Battlefield Boulevard construction project by recycling old concrete to be used on the new roadway.

Earlier this year, specialized machines were moved to the center median of I-64 to crush the old concrete and mix it with a combination of cement and gravel to create a an aggregate base that will be placed under the newly constructed mainline of the project.

“In an effort to minimize the need to remove the old concrete from the project and deliver over 3,000 truck loads of aggregate, we decided it would be best to use recycled concrete on this project,” said Joe Bordt, Project Superintendent for the I-64 Battlefield Boulevard Project. “Using this mix will make for a cleaner and more environmentally-friendly finished product.”

This process will greatly reduce the amount of fuel used to transport aggregate from an off-site plant to the site. Fewer trucks moving materials equates to added value and cost savings, less air pollution and increased safety for motorists in and around the work zone.

This work is part of the I-64 Battlefield Boulevard construction project on schedule to be completed by July 2009. VDOT Begins Soil Tests for Future Route 460 Project

Soil evaluations will help with construction planning

SUFFOLK, VA - Residents along Route 460 may notice crews working on the side of the road in upcoming weeks. The Virginia Department of Transportation (VDOT) is conducting geotechnical investigations by taking soil samples between Interstate 295 in Prince George County and the Suffolk Bypass (US 58) in Suffolk. The samples will be used by engineers to design the future re-alignment of Route 460.

The tests should not interfere with traffic. In some cases, it may be necessary for workers to enter private property to access one or more proposed borehole locations. Property owners will receive prior notification and every effort will be made to restore the area and minimize the time spent on private property. Approximately 30 days after samples are taken, a member of the soil survey crew will return to inspect the borehole locations.

VDOT COLLECTS 51 TOP AWARDS FOR ENGINEERING, BUSINESS MANAGEMENT AND PROFESSIONAL ACHIEVEMENT IN 2007

RICHMOND - As Hollywood kicks off awards season to recognize last year’s best in entertainment, the Virginia Department of Transportation (VDOT) is clearing space on its mantel for 51 top honors received in 2007 from industry, government and professional associations. The awards recognize individual and team accomplishments in business improvement, highway system innovation and research, and in professional achievements for members of the VDOT staff around the Commonwealth.

VDOT Commissioner David. S Ekern reported to the Commonwealth Transportation Board (CTB) at its Jan.16 meeting, “These awards demonstrate the stellar professional achievements and innovation that have established VDOT as a premier transportation agency in this country and around the world. The staff members recognized for these achievements are improving the experience of every motorist who travels on Virginia’s highways. In many cases, these awards represent the highest levels of professionalism in their respective fields, and we are very fortunate to have earned these top honors.”

More than 50 award recipients of the hundreds who were part of awards teams or received individual accolades were recognized before the CTB for notable 2007 achievements. The awards recipients recognized were part of seven project teams or activities that received the highest possible awards in their particular fields, including:
  • The Center for Digital Government’s Digital Government Achievement Award to VDOT's Information Technology Division for the creation of its Integrated Project Management system. The Web-based software system helps users better manage transportation projects and better address our needs to efficiently manage limited resources, the need for accountability and government transparency.
  • A VDOT Commissioner's Award for Excellence for Innovation and Quality Improvement to recognize a team that improved the way VDOT contracts for federal-aid paving projects. This activity has already saved VDOT $9.4 million and could save VDOT $100 million annually if the system is implemented by all nine districts
  • Governor Tim Kaine's Governor’s Award for Team Work to the Route 5 Chickahominy Bridge Project Team for using innovative concurrent design and for expediting the development of a project to replace the Route 5 bridge near Williamsburg, cutting the development time from 3 years to 18 months and saving $5.3 million.
  • A National Partnership for Highway Quality Making a Difference Achievement Award to the Route 33 West Point Bridge Replacement team for developing formal partnering agreements and working closely with the community to deliver a context-sensitive and innovative bridge replacement project on time and on budget.
  • The James River Green Building Council’s Green Leadership Award for the Interstate 64 West New Kent County Safety Rest Area design and construction, which resulted in the Commonwealth’s first LEED-Gold Certified environmentally friendly state-government building and a facility 75 percent more efficient in energy consumption than its predecessor.
  • Governor Tim Kaine’s Governor’s Award for Workplace Safety to Langston T. Williams, the assistant district equipment manager in VDOT’s Staunton District, for developing a national alert campaign to increase awareness about a fire-safety issue with a particular tractor model and worked with the manufacturer to get a replacement $36,000 tractor free of charge after the first machine caught fire.
  • Federal Highway Administration’s Strive for Excellence Team Award for VDOT’s first-of-its-kind Wounded Veteran Internship Program that provides transportation industry training and job opportunities for military veterans who are injured or unable to resume their former jobs when retuning from service.
"The professionals here today are but a small number of the hundreds of dedicated VDOT employees who were recognized in 2007 for making a significant contribution to the engineering, business management, workplace safety and other activities that make VDOT a recognized leader among state departments of transportation,” said Secretary of Transportation Pierce R. Homer. “Around the county and throughout the world, achievements such as those we highlight today are transforming the transportation industry and finding new and improved ways to Keep Virginia Moving every day.”
